LIC - Was ready for PR but refused for missing documents

Ok folks, need some help here. LIC was waiting for his PR visa and did not submit additional request documents because he did not receive the two request letters from CPC. He changed addresses and his mail was not forwarded. After 2 request from CPC, they refused the PR application and ordered him to leave Canada at the conclusion of the current work permit/visa.

Can this be appealed? Where would one start? Alternative options?

He should re-apply with all the appropriate documents as soon as possible. And, yes, he should pay all the fees again.
