I am an Indian living and working in the UK. I'm not into IT so I'm not sure about their policies. I needed reference letters from my Indian employers and UK employers. It was very easy to get it from Indian employers. My bosses told to write the letter in the format that I need, they would check it and sign it. Getting it from my UK employers was a little tough as they said it was not their policy to give it as per Canadian requirements. Also, I did not leave on good terms from one of the UK companies so I told the HR that I needed a work experience letter and did not use the word reference in it as sometime reference could be mistaken as recommendation.
In my experience, it is far easy to get what you want to an Indian employer or bank as they will do it in the format you need whereas UK employers and banks have their fixed templates and would not budge to change the template to suit Canadian requirements. Corporation bank in India is willing to give the letter in any format I need for PoF bur Barclays won't.
If your manager / HR is too busy, tell them that you could draft the letter for their convenience. A friend of mine who was working in India did not want to tell her manager that she was applying for Canadian permanent residence as it would alert them that she is going to leave the job. She therefore told her boss that she was applying for a visa to visit her brother in the US and thereafter to visit relatives in Canada and needed a job confirmation letter which was given immediately.
