Letter to wrong address

Dear forum,
I am applying for a study permit in Canada and was suppose to send my complete application to VAC in Los Angeles instead sent to Consulate General of Canada's office in Los Angeles including my original passport. Please can someone help me on how to retrieve my document or my passport?.I am presently in Canada as a visitor.
I read in the VAC application process it is written the a return airway bill. i don't understand how to come out with a return airway bill.

1. No, you can apply by mail to LA as well as to the VAC.

Please seniors help me i am lost and confused

Thank you LMM for your reply. Recently i have forwarded same copies to VAC paying a VAC processing and application fees.The VAC office is telling me to make a request for my passport from LA before processing my docs which they considered as wrong address. My question is ,do i need to panic and please seniors somebody should help on what to do in this case.
