Letter of explanation

My PR Sibling is outside Canada and returned to her home country due to pregnancy. Can anyone share strong letter of explanation (LoE) explaining the situation and what to include on the letter. She will return to Canada by the time I receive ITA. Explanation is to justify that she was not in Canada for about 1 year and stayed with her parents to care for the infant and herself.

I don’t think you have to provide any explanation unless asked. As long as you have your siblings residence proof in Canada you should be ok.
