Did anyone who applied for a PGWP receive a letter from IRCC indicating that they can now study without a study permit?

I think it only applies to people who had a valid work permit before June 7

My sister in law got the same email but the odd thing she only has her student visa with work permit and only arriving in canada next month and said she's eligible to student because of her work permit. But she has a study visa with work permit. So I am lost as to what it really means hahaha
