I traveled on one way tickets when I arrived in Canada to land as a PR. Immigration in Jamaica checked to make sure I had a visa, they did not request my COPR, and the airline (Air Canada) did not request it from me either, they were only interested in my visa. As long as you have the COPR, you will be fine, you are visa exempt so there is no need for anything else for you to come to Canada to land as a PR, the Westjet rep does not know what they are talking about.

You are not traveling on the COPR. You are traveling to Canada as a visitor, for which you do not need a visa as a Bajan. You can book a one-way ticket because you are coming to Canada to land as a permanent resident and do not plan to return in the immediate future. You have the required document to land as a PR (COPR) and you have a passport, which is all you need to book the ticket.

If Westjet cannot understand that, book with a different airline.

I don't know what to tell you except to try again another time, try another airline, or try booking online. Computers don't care.

So you bought the ticket, went to the airport, and then Westjet told you that you couldn't board?? That is ridiculous. Did they at least refund all your money for the ticket? I agree with others... book on another airline that knows what they're doing. Of course in most cases the CIC does NOT issue visas to people from visa-exempt countries for the sake of arriving and landing as a PR.

Also i would write a complaint letter to Westjet and tell them about your bad experience with them, and how they were completely wrong to deny you boarding. Most likely you will get an apology, and a money voucher for a future Westjet flight.
