Letter Delivery time

My e-case shows that Decision Made and letter has been sent on 23rd April 2012. It is now more than one month time I am waiting for the letter but not yet received.
Many people are saying that these type of letters are normally rejection letters.

If any idea please share.

My ecase shows the status of my application as below:-

We received your application for permanent residence on June 4, 2010.

We reviewed your application and sent you a letter on October 13, 2010. Please consider delays in mail delivery before contacting us.

A decision has been made on your application. The office will contact you concerning this decision.

Your application and supporting documents were received by the London England office. They are pending review.

We reviewed your application and sent you a letter on April 23, 2012. Please consider delays in mail delivery before contacting us.

Please share if you have some idea of above notification.

Sorry mate but it seems to be a rejection. You should have received a letter up till now. Check with your local post office or concerned courier.
