NSO ( National statistics Office) is the primary statistical arm in the Philippine government, where we get authenticated birth/ marriage certificates & others. In your country there must be a counterpart or equivalent for it the same with NBI ( National Bureau of Investigation), where we submit our finger prints and get any criminal clearances , if i'm not mistaken in america it's FBI, so there must be a counterpart for it in your country also... if in canada, my husband submitted his finger prints when he requested for a police clearance in Canada, which he says a requirement also for 18 yrs old and above dependents... maybe you can call CIC for clarification of your requirements... hope this helps.
