Yes I'm still waiting for my PGWP after 6 months...But what I want to share with you who're also waiting in similar situation is that..
DO NOT GIVE UP and KEEP LOOKING FOR JOBS!
Here's my job hunting timeline:
Started to look for jobs around March
Most interviews were in April
Two offers came in April and I picked one (contract position)
Passed background check etc. in May
My graduation ceremony -- May 23rd
Started working on June 1!!
and Guess what?
Now I accepted another full-time offer and I'm going to start the new job late this month WHILE I'm still WAITING FOR MY PGWP!!
What I want to say is that, if you find a great opportunity and were given an offer, please BE CONFIDENT and FIGHT FOR YOURSELF!!! Not only from CIC, but also from HR or whoever stays in the road to keep you away from working legally here!!!
As long as you submitted your PGWP application before your study permit expires, you can start to work in Canada for any employers. And here's the link I used to argue with HR/pre-screening agent/whoever thinks I must have a WP to start:

186. A foreign national may work in Canada without a work permit
(w) if they are or were the holder of a study permit who has completed their program of study and
(ii) they applied for a work permit before the expiry of that study permit and a decision has not yet been made in respect of their application.
The two companies (the one i work for right now and the new one i'm going to), they are both big companies and no doubts their HRs expressed their concern about my work permit issue, but I told them firmly that I have the legal right to work without work permit. I also gave examples of my friends who were in similar situation but also started working (true example). Then it's their jobs to consult Work Permit related specialists to make sure it's align with the laws. My experience is that they always said "you can't work without a work permit" first, but then after I or my friends showing them the evidence we're allowed to do that by law, they would say YES after several days.
Something else would also help:
let them know if you already applied for PR, or if you heard back from MP (even if MP didn't give a exact confirmation, but as long as it's a positive feedback) What they want to make sure is just you can legally work here and you won't be gone after several months.
Hope my experience could help, and really -- don't give up and keep looking!! Even one or two companies say no to you because of your work permit issue, that doesn't mean other companies will do the same thing. If they really like you they will do what they can to keep you, believe me. And those who turn you down, they are just not your perfect match. So don't worry too much, say goodbye to them and keep looking for the next one.
