I would go for option 2 because for example i find it totally ridiculous to have Computer Information Managers and not have any kind of other computer professionals on the list. In US most of the managers are Americans and they don't prefer a immigrant for the manager post simply because they don't feel an immigrant would know the nuances of American management unless he has done some kind of MBA in US. Also, another reason they feel is Americans would not be comfortable working under some immigrant manager who has just arrived from another country.
Come to think of it, you need less managers and more IT staff not the other way around. I don't know who did the market research but if you go on job sites and do some research you will find that there is more need for other IT people than managers. This list that they have announced is totally and utterly ridiculous and should immediately be changed. Seems like a socialist policy.
