I would agree with that.
The cut off LMIA will be replaced with international students. (thing is, that there are way too many people howering anywhere between 420 to 470.)
I believe the real deal breaker as per these new rules is not the much justified increase in points for the Canadian education but the decrease in the easily manipulative/misused lmia system. So, I am definitely expecting the scores to drop ultimately. They may rise for the next few draws, but then we should all be in for a good ride.
Actually intl students who scored more than 450 is Good enough, they just screwed by the 700~900 lmia holders. They will get 480~490 after the new system. I won't say all the international students are in this rank, most of them hove around 410~430. So cut off 460 should be reasonable consider the ITA numbers increasing recently.
