Let’s debate my study permit delays logic

Hi Everyone,
I’m of the view that delays in obtaining a final decision on your application could be a very good indicator that your application has passed the eligibility stage. With VAC offices closed across the globe, IRCC is unable to send correspondence letters as these have to be routed through a VAC in your jurisdiction. The one way to prove my logic would be the number of rejections in the last month or two, if rejections are been sent to unsuccessful applicants and rejections need not be routed through a local VAC, then, it must hold true that delays are link-able to the fact that your application has been approved and awaiting the reopening of the local VAC, before correspondence letters are sent.
Do you agree or disagree with my logic?

But there is still a loophole in this situation, most these rejected applications are paper based (offline).

Do you know many online students those who applied in March/April/May/June and got rejection?

I have came across none so far

I think most of the members in this forum have applied for One year Certificate or diploma. I don't think many here are for Masters or PhD. The rejection rate in this forum cannot be considered for calculating the success %.

I applied for an mba, I suppose at best, only AIPs will be issued if VACs do not reopen before fall cohorts start, I wonder how IRCC will handle such a situation because it would mean that travel visas cannot be issued

that is the situation of IRCC right now about handling applications....
When infarct all they could have done is issue correspondence Letters, officially informing approved applicants of their final decision with the caveat that actual visas will only be issued when the VACs reopens , the delays and suspense is painful I must say

Here in Brazil is total the opposite.
Only online applicants have received rejection.
paper applicants haven’t received any update since march 18th when VFS closed.
