Leon! plz help me. I've got the letter stating intention of refuse

I've applied CSQ on 14 th aug 2007. I got letter on 4th jun 2009 stating that your score is not high enough as required as cutoff score factor . they gave me point as

education 13
experience 9
age 18
language 4
english lang 6
spouse age 3
spouse lang 2
children 4
finacial abl 1

total 60
they state that last 5 points are not added in preliminary face so you only got 55 points. to pass preliminary face one should score 57 points. I have 2 points less to pass.
I did MSc in computer science. I've been working in one of the reputed organization but my job title is none gazeted 2nd class officer. they didn't give me 5 points from category C area of training . If I got 5 points from area of training I will be selected for preliminary face. My spouse educational qualification is 12 class pass. she have 2 years work experence in teaching computer science. she had 1 years training in graphic desinging. they didn't give any points to her education . what should i do . any suggestion plz help me friends

Do they have a link for self assesment to see if we are eligible to apply or not? If I can get enough score I will be more confidnt. I just want to make sure I am eligible before applying. Thanks.

Quebec is very much particular in knowledge of french. In self assessment if you don't know french you're not likely to qualify for their immigration even though you have workexperience and masters degree. I did some research on quebec before and decided not to apply there because of the french language requirement.

You can do their points assessment and if you get enough points, they tell you that you can apply but it's always a question if you interpret your points the same as they do so you may lose points that way. For the OP, he should try to find some points somewhere else, easiest is usually to improve language knowledge or wait a bit and get more work experience.

shall it possible ? what should I do to proceeds my existing application in next year ?

For now you can write them a letter with your file number and ask them why they did not give any points for your wifes education or anything else you think you should have gotten points for. Maybe it was a mistake. If that doesn't work, I think your application is gone and refused. I do not know if Quebec will refund your fees but you can apply again in a year if you think you will have enough points by then.

you are write. I'm going to write a letter claiming my 5 points on area of training which did not include in my preliminary face. Shall I claim 8 points on frence language. I passed DELF A1. and going to take exam of TEF. When I applied I didn't have any frence language knowledge. I just claim 4 points and they gave me without any proof. similary at this time shall I claim 8 points.

Like you have planned, let send them a letter and politely clarify your points. It may turn out a big surprise if they do review your case.
Otherwise just wait for another year or whatever it takes to improve your points by: English certs, job experiences... your missing points was not much. Be sure to apply again only when you are certain that you have enough points.
