Hi Leon.
I have applied for my PR Renewal on September 9th 2013, as per the ecas they have started processing my application, on October 27th 2013, then afterward I have not received any updates from CIC, my file is still at Sydney, CPC, I have contacted CIC- call center last week and today as well and what they are saying me is that your application is referred for a further review and I don't see any note from officer asked for any additional documents, your file is not delayed but referred for further review, I am so frustrated to this fact, why it lingering, I have not received any letter from CPC- Sydney cuz I have attached all the required documents which is required in PR Renewal format, what is causing a delay in my application
Please put your input, would greatly appreciate.

I am not either of the folks you referred to in your topic header, however, based on the information you provided in this post it sounds as if they have questions/concerns regarding your residency as that is usually the reason they refer applicants to the local offices.

How long it takes and the next steps, I can't answer for you, but I would prepare for a long waiting process if I were you.

CIC most likely have issues with your declared in Canada days (since you also got Citizenship RQ) but you need to get your GCMS notes to glean anything useful as it could also be concerns over say misrepresentation etc. The GCMS notes may be redacted but still better than calling CIC where will get you the standard 'its under review' statement. Since referral to the Local Office for PRs makes your application non routine expect a 12-18 month process time (based on the limited case law on this). If you get your citizenship prior then its all moot anyway. Get your MP to intervene if you can't wait for CIC to deal with this - they may speed things along. Do you know why you got Citizenship RQ? What was the trigger?

Hi msrafi my file is not transferred to the local office for a further review, my file is still at CPC-sydney as per my last call to cic-call center, they can also review the file before making any decision.
i have applied for a gcms note late earlier in february for my citizenship application, and the officer has mentioned that, residence concern to assessed at the time of interview, i have received a notice to prepare for my examsa but no test yet.

as per the cic-call center my file is not transferred to the local office, cpc-sydney are reviewing it. if they need any further clarification i might have received some sort of letter asking for a additional documents, may be i am going to order gcms note to get more info.

My bad...Sidney can RQ for PR too and again the application is non routine. There is something in your residence profile that CIC has flagged - were you self employed in the qualifying times for PR/ Citizenship? Did you have extensive travel? Where was the travel to - any ME/ USA? All stamps match up with declared dates? How did you get PR - FSW, PNP? Have you used a consultant for any of the applications?

1. I have got PR- through spousal sponsorship,
2. For the qualifying period I use to work as a self employed as a pick up driver for 5 months, but I did not owned the company I worked for someone else, and they paid me commission.
3.I have two travel stamp but not for ME/USA? I been to back home totaling for 98 days first trip in 2011 60 days and another one in 2013 for 38 days, and all exit and entry stamps are proper.
4.No I didn't used any representative for my application.

I have called the CIC- call center today and the agent told me your file is not delayed, but they are doing some investigation on your file I asked him what kind of investigation, they are doing, and he advised me sometime they have to run investigation for quality assurance, if they require any documents they will contact you, but keep in mind that your file is not delayed officer, does not mentioned anything on your file here.
I asked him how long does to take them to make a decision on my application, and he replied it could be week it could be months.

Perhaps my application is in a similar case, but I stopped calling them after calling them 3 or 4 times, as it is hopeless to get any useful information from them.

Now I am thinking to withdraw my application, but I am not sure what are the implications of withdrawing the application.

When I applied I had 730+few days. Now if I withdraw, and re-apply, I will have 730+90 days.

What I think is bothering them are those cases at the border of meeting the 730 requirement. If you have 730+100 days, that does not bother them and your application will be processed smoothly.

Also I want to get my GCMS notes before withdrawl. To summarize I have the following questions.

It was frustrated time of the year, beginning of the year waiting for PR renewal, waited for so long, didn't losing a hope.
Applied On September 10 2013
Started Processing my application on October 27 2013
Finally decision has been made on my application and it is been approved and dispatched it to me very soon
Got decision made on March 12 2014

Do you think self employed - makes a red alert to CIC?

From your success story, I would like to know two things about what you mentioned after 'but' in point 2 and point 3 in the above quote.

1. 'but I did not own that company' ... Since you mentioned this, my question is - does owning the company as self employed makes a red flag to CIC?

2. 'no ME/USA stamps - again since you mentioned it, my question is do these country's stamps make a red flag to CIC?

sammy - I don't think u really need a buffer of 100 days. I applied with a buffer of 30 days.

I don't think so, it will affect your application, if you own the company you might have registered your company, and paying tax, and submitted your income tax return, they have asked you for a two year Notice of assessment, that proves that you are a self-employed. in my case the company I used to worked for is a registered company and my uncle owns it, it was during a time when I was struggling to find a job, and worked in his office, part time administrative and pick-up driver job, and he provided me a T4A tax sleep with a commission income on it. on work format I have provided company name on it, because I know I didn't own the company so I have attached job letter, which clearly mentioned that, Mr. ABC XYZ works for our company and we paid him a remuneration as a commission.

I don't think so, it will really affect your application if you visited ME/USA, if they need further information they must have taken it from CBSA.

I must say you will wait for another couple of months, I have waited for 6 months patiently, and the results is there.
