Legalizing documents (Spousal Sponsorship)

My common law partner (Belgian) and I (Canadian) are in the midst of completing our spousal application. Right now, we're both confused whether we needed to get his civil documents (birth certificate, common-law certificate, criminal record, etc) legalized before getting them translated and certified. Since it is not really specified in the guide 3999 (cic.gc.ca/english/information/applications/guides/3999Etoc.asp).

We read this in the guide, "Authority to certify international documents varies by country. Consult your local authorities."
Which then made us go to the official Belgium Foreign Affairs website (diplomatie.belgium.be/en/services/legalisation_of_documents)

So the question is, do we need to get them legalized before the translation and affidavit and certified true copies?
OR
is the sworn translation of the original documents accompanied with the certified true copies and affidavit sufficient?

What language are his documents in? If they are French, they do not need to be translated.

Oops, the documents are in dutch :)
We know it has to be translated but the question is if cic wants it to be legalised?

It looks to me like this will be sufficient.
