Legal to apply for FSWP and QSWP at the same time?

Hello,
my application for PR in the FSWP is currently being processed, but obviously the outcome is unknown. I got the ITA in December - see signature.
Is it legal to apply for QSWP at the same time as a backup?

Mon projet just answered that question for me:

Vous ne pouvez pas demander un certificat de sélection, car vous avez une demande d’immigration permanente au Canada (ailleurs qu’au Québec) en cours de traitement.
