His NOC is 22221 with 480 Crs.
So there's a chance the OINP program may work. I assume you have spoken to the employer and they are willing to support the paperwork? Also, assume you are living in Ontario and it's not just the employer who is located in Ontario but you are elsewhere.

I am working remote from New Brunswick and no my employer doesn’t support PR application. We are located in New Brunswick. That’s why I’m looking at HCP. If I can apply for my NOC 11201 since I have skilled experience in this NOC code for more than 5 years.

I am working remote from New Brunswick and no my employer doesn’t support PR application. We are located in New Brunswick. That’s why I’m looking at HCP. If I can apply for my NOC 11201 since I have skilled experience in this NOC code for more than 5 years.
You'd need to move to Ontario for this to be feasible. Right now you can't demonstrate an intent to live in Ontario which is a requirement. You are living in a different province and initially applied for PR under that province's program. This shows a strong intent to live outside of Ontario. You need to solve for this if you want to apply through OINP.

You can try but IMO this isn't the strongest proof. Working against you is the fact you left Ontario, you currently live in NB, and the previous application through the NB program. Your ties to NB outweigh your ties to Ontario. If Ontario raises objections, you need to be prepared to move to Ontario immediately to try to save your application. Again, you can certainly try and see if Ontario raises objections.
