Please elaborate and explain more as your question is not clear.

in Citizenship form there is a Option called legal name change in any case if some one want's to change his or her name they can apply for a legal name change in that application. But to support that legal name change you have to provide proofs like change of name certificate. drivers licence, health card, we dont have those proofs because in Quebec legally a women can not take his husband name

now i received a letter form CIC to show proof of legal name change such as Change of name certificate or health card etc
i can change my wifes name on her Pakistani passport and ID card its not a problem but they want a proof from Quebec which we unfortunately can not apply

Thanks

I think you want your wife to have your surname not her birth surname, correct?
You are saying that quebec does not allow wife to get her husband's surname?
In that case, someone from quebec with such experience can help you out.

Check this link:

http://www.justice.gouv.qc.ca/english/publications/generale/maria-a.htm#names

It means your wife can't get your surname. She has to use her birth name.

You need to inform CIC in an explanation letter that as Quebec does not allow name change, your wife will stick with her birth name for citizenship application.
