The key quote:

In cross examination, Cohen asked the Crown's witness, Sarah Joncas from the federal department of Immigration, Refugees and Citizenship, whether she saw any "inconsistencies in the rules."

Joncas agreed there are inconsistencies.


However, she described the process of being nominated through the PNP, and the priority processing those immigrants receive, as "a privilege."

"In order to gain this privilege, they exchange their right, in a way, of settling anywhere in Canada," Joncas told the court.


In general, it likely not too great a risk to leave the province. It is clearly low priority for the province to keep tabs on you. You would have to do something egregious to have it come back to bite you. Some people worry that when applying of citizenship, it can cause delays and possible misrepresentation charges. Again I don't know the actual risk, but it is likely small. But the general advice I see on this forum is to stay a few months to be safe, and then move without worry.

I am an immigrant via MPNP since Oct 2018, I spent 7 months in total in MB however i am back to my home country since i wasn't been able to acquire any Job during that time,

1- Can i relocate to any other province and is it sufficient time and it wont effect my sponsor?
2- If not, can i relocate my family to other province, since my wife getting Job Opportunity in other province and i being principal applicant stay in MB and keep looking for relevant job?

Would appreciate guidance from members.
