Sure a 3-4 week trip should be fine. As long as you aren't gone long enough that IRCC would suspect you are no longer residing in Canada.

In another thread you said that you are close to not meeting the residency requirement. If that's the case, you need to remain in Canada and not travel. If you try to sponsor your spouse and don't meet the residency requirement, the application will be refused and CIC will trigger an investigation of your own PR status which will quite possibly lead to your PR status being revoked.

You applying visitor Visa for him is more safer than you visiting him with your current situation.
If he can show strong ties back home and proves that he will go once he sees you, there shouldn't be much problem.
Plus worst come worst his visitor will not be approved, but visiting him can affect both your lives.

Personally, if I was in your shoes I wouldn't risk it. Especially, if you both are planning to settle in Canada. I know it's tough to stay far from your loved one...

It doesn't matter what the expiry date of your PR card is. If at the time of entry to Canada you're in violation of the Residency Obligation, you can be reported regardless if your PR card is still valid. This will not only cancel your husband's PR app, but also start process to revoke your own PR status.

So only travel if you will be in compliance with the RO the entire time. The closer you get to violating the 2 in 5 year residency rule, the more risk you are taking.

One day, one month or one year less, it doesn't matter. Regardless of the validity of your PR card, if you don't meet the RO, you can be reported on re-entry and lose your PR status.

We have an Outland spousal application under processing. If the RO is not at risk, sponsor traveling outside for 2-3 weeks should not be an issue. Could someone confirm that?

No - this won't work in your case since you have applied to sponsor your spouse. Since you have applied to sponsor your spouse, CIC will check that you meet RO. If you don't the sponsorship application will be refused and CIC will most likely move to revoke your PR status. So since you've applied to sponsor your spouse, you MUST make sure that you meet RO. You cannot be short a few days or a few weeks.
