If I hire a lawyer from India (Mumbai) for applying in the express entry program, how much will the lawyer charge?

Is it worth it?

Any lawyer references who charge anywhere between 20,000 to 30,000 INR not more?

Not really - it's a fairly straightforward process.

(I can't post links here, but google "Immigration and Refugee Protection Regulations" and "Ministerial Instructions for the Express Entry Application Management System".)

Lawyers know nothing more than what's the above links.

Not sure how you are expecting a lawyer in India to help with Canadian immigration. If you meant an immigration consultant/agent, they would typically charge you much more than what you have indicated and, based on member references on this forum, won't be very useful unless your particular situation has a lot of unique challenges and isn't a 'regular' application. You can get almost everything addressed here and all you're really paying are internet expenses. :)

The standard rate with ICCRC-regulated consultants should be CAD 2500 for a basic immigration package.

Sharing this info to give you a barometer, because if they're not ICCRC, anything goes, really.

You just need to spend 15 minutes going through various topics in this forum and you will be confident to file your own application. Express entry is relatively a new program and any Lawyer you hire would not know more than some of the people in this forum do. Wide variety of topics and issues have been discussed over and over and it just takes few minutes of your time every day to go through them.

Only you are the person who can put forth the best application for yourself, no others can do it for you. For EE, the only thing a lawyer/consultant can do is create an EE profile for you and it is you who will have run around to collect various documents for yourself and hand it over to him and he'll just input the details into your EE profile.

No idea about India but i have directly heard / saw in writing at least two different very good lawyers from inside Canada asking for 3500 and 5k CAD for a standard EE PR application.

At least another one i have seen whose website offers several types of consultation, only an hour or so (paid at like 180 CAD per hour), then another stage and finally another option in which they do all of your PR processing.

Like all others have clearly pointed out, unless you have some really complex scenario to tackle and are literate and have internet access, you don't really need a lawyer to apply for PR.
