Laurentian University won't refund me!

I have withdrawn from Laurentian University and due to their poor and slow service it took long time but I got it done before the deadline to withdraw and get full refund back.

My pre-deposit that would go toward my tuition were one as they stated in the acceptance letter "MUST submit within 30 days", or I wouldn't be secured a spot in the program called "English Academic Preparation".

Now, suddently after I've withdrawn completely and sent them my bank account details for refund, they sent me an email telling me that the deposit is non-refundable and that I should've advise them 60 days prior to school date.

Since this came as completely news to me due to the reason that I've even asked about this matter when I did submit my deposit in the first place wether it's possible to withdraw and get my deposit refunded, which they confirmed it was indeed possible.
The reason to why I'm withdrawing is simply that I couldn't get a loan for it and therefore cannot afford it.
All I've been told is exactly what can be found on their website that withdrawal before September 3rd = 100% refund.
Which also should somehow be confirmed again by the fact that the staff is providing me details and instruction for over a month on how I should withdraw and provide my bank account details in order to be able to get my deposit refunded.

I can't find anything about "60 days prior school date". I'm asking them about further explanation but their only response since then has been shortly and only "The refund is non-refundable".

So I'm wondering, is this legit? How can the university suddently change their mind about the refund, as it seems, and what can I do? I haven't attended any classes or type of education. I really need my money back. It's an amount of $1000 which is nothing for the university but quite much of an amount for me..

Please help!

Pretty much all schools have non-refundable deposits. A quick Google search shows it is $100 for that school.

Yes, I can recall reading about $100 non-refundable somewhere on their website, but should this mean that I should be refunded then $900 back out of my $1000 deposit?

Thank you, kind regards.

Perhaps there was a different deposit for your program. Again, something to address with the school.

Should an applicant who obtains their study permit choose not to attend Laurentian and advises
the university 60 days (or more) prior to the start of the term for which they had applied, the
university will refund the deposit, less an administrative cost recovery of $300. If the applicant
chooses to attend another institution, the applicant will be required to provide a copy of their
offer of admission from the other institution to initiate this process by contacting
fees@laurentian.ca.

Here you can write that YOU DON'T HAVE A STUDY PERMIT, and maybe they will refund you.
