Hello there.

I heard that there's this latest trend going on for IELTS, Minimum 67 points isn't enough and they give you 60 days to study and give another test?

What's all this about? I want to know more about it. How many people have faced this 'latest trend' and do they do it to specific countries or specific race?

Well Jamshaid;
Its not some kind of new trend. Despite scoring 67 points, if a visa officer is not satisfied that the subject applicant would be economically sucessful in canada, he/ she has the powers to refuse application (For details read OP-6 manual available at CIC website). So far victims of these powers have been persons, which are associated with a profession that demands high english proficiency but IELTS results of these individuals revealed moderate or low proficiency in English e.g a college or vocational professor etc.
