ALL occupations have an NOC code, not just the ones eligible for Skilled Worker immigration.

As Jes told; for every occupation there is a NOC code. The list u r refering is the same that contains all NOC's. The link which i pasted is the (famous 38 NOC's) list of those occupations, which r currently in demand in canada & people having work experince in any of these NOC's for at least one year, can apply under the FSW category.
Currently, there r rumours that, this list is going to be changed soon.

Hope no more confusions are there
