Last minute questions for US/Canada Outland process

I'm an American (applicant) and my wife (sponsor) is Canadian. We're doing the outland process.

1. We're unsure of where to submit our application. Do we send it to Mississauga or an American office in New York or Los Angeles?

2. How long are the background checks good for? I've seen conflicting posts with one stating as little as three months.

2. The background checks must be received by the CIC within 3 months from the date of issue

Good luck! I'm also an American outland applicant and sent my application off at the end of last month.

2. They must be received by CIC within three months of being issued. They are valid for a year.
