As everyone else has already stated, IELTS or CELPIP are required, no exceptions. Even if you're from an English-speaking country, you have to complete one of the English Language Tests. Even if you've worked in Canada. Even if you've studied in Canada. Even if all you've ever spoken in your life is English and you couldn't speak another word of another language if you tried. You need to do IELTS or CELPIP.
Nevermind. At least if you're already native to or very practiced in English, it should be a piece of cake. Just make sure you do a little research on what to expect of the test because, as with most tests, while it should really and only be evaluating "how well you know and can communicate in English", it really more closely evaluates "how well you know how to take the IELTS/CELPIP Exam".
