I am applying for citizenship , just want to check few things. I have Masters degree from Sweden with medium of instruction in English(Written in the diploma) and Bachelors of Engineering from India with diploma and marksheet in English(Does not specify medium of instruction). I also have IELTS score from November 2012 with 7.0 in listening and 8.0 in speaking. If I send photocopies of the documents is this good enough as proof for language requirement.

For my Wife, she has Master degree from India and Bachelor degree from India . the transcripts for Master specify the medium of instruction is in English. The diploma is in English but does not state medium of instruction. She does not have IELTS or CELIP . Is the degree and transcript enough proof for language.

If the medium is explicitly specified as 'English' then it's acceptable. And Yes, expired IELTS (general not academic) if previously used for immigration purposes can be re-used, even if expired.

Choose one of the following types of language proof to submit with your application:

  1. Results from a third-party language test

Your language test result must be equal to the Canadian Language Benchmark (CLB/NCLC)/Niveaux de compétence linguistique canadiens level 4 or higher in speaking and listening. If you did the test in the past for immigration or citizenship purposes, we will accept the results even if it has expired.
    • International English Language Testing System (IELTS), general training, not the academic version You must have a score of:
      • 4.0 or higher in speaking and
      • 4.5 or higher in listening. (Note: If the test was done before November 28, 2008, we will accept a level 4 or higher)
  2. You attended a secondary or post-secondary education program in English or French, either in Canada or abroad.
    • A degree, diploma, certificate or official transcripts from a secondary or post-secondary education program showing you studied in English or French, in Canada or abroad.
    • If the original document is in a different language, include:
      • a letter from the school showing that the language of instruction was in English or French along with
      • an official translation of the original document and
      • the address and contact information (phone number) of the education institution

Thanks! In my wife's master degree transcript it explicitly states the medium of instruction is in English. I did use the IELTS score for PR application for myself. So you think that is fine . Thanks!

Do we need to send original transcripts or photocopies are enough

Do we need to send original transcripts or photocopies are enough
It's asking for "official transcripts". I studied in Canada, and got a sealed envelope from the university with my transcript. I'm not sure how it would work if your degree is from somewhere abroad.

Although on the checklist it does say "photocopy" so I assume it should be fine. This is another one of those discrepancies between the checklist and the instruction guide.

the transcripts for Master specify the medium of instruction is in English
Really? I believe in most of the Indian universities they don't explicitly mention the "medium of instruction as English".Did your wife ask them to mention the medium while obtaining the transcripts? Just curious.
May be its the case that the particular course/major is available in other local language too. In that case yes they must have mentioned, if not I doubt its mentioned.

Well it is in mentioned in her transcripts from Masters of engineering ,that medium of instruction is English
