If a applicant send educational documents ( degrees ,transcripts , Institution Letter) as language proof & CIC verifying these documents from country where institution is then it is possible this applicant receive AOR late as compare to applicant who send IeLts or celpip results which are easily & possibly online varified. what you think ???

There is one forum member whose application was received on 2nd Jan 2015 and was returned to her on 12th or 13th January 2015 stating that language proof was not acceptable which means that they can't do verification so quickly.
I think they use some of their criteria to find out whether the language proof is acceptable to them or not.
I don't see any delays causing because of this.
You may request citizenship electronic file from ATIP, it shows your entire app progress including language assessesment. I submitted my app using degree from Thailand and my app has never yet returned even though the ATIP report shows my language assessment "not started" or not processed yet.
