Language Proof as part of Submitting Citizenship

Hi All,
My spouse has 3 Diploma certificates from India (details in English and Hindi)+WES+ Marksheet(in English). Is this all sufficient to submit as part of Language Proof?
Or, she must be going through either CELPIP or IELTS?

She would need letter from university specifying medium of instruction was in English.
