How are the language points calculated in regards to the preliminary 67 points -- and for the CRS score?

For example, I read here on Canada Visa that for each individual skill (reading, writing, speaking, listening) applicants are rewarded 4 points for CLB 7, 5 points for CBL 8 and 6 points for CLB.

If applicant has CLB 9 in 3 of the skills and let's say has CLB 7 in writing -- would it be 22 points for language or is it less because of the drop in CLB for the writing skill?

Yes, that would make sense but for some reason this person is not eligible for Express Entry...seems very strange as they exceed 67 points.

Phd as a Physician (received ECA from Medical Services of Canada)
Over 6 years of work experience
Received 8.0 IELTS on skill levels except 6.0 in writing
Has a sister living in Canada as a PR

What more else can be needed to be eligible for Express Entry with a solid CRS score?

ECA is PhD equivalent. Points are 74.

Do you mean MCC? Cannot help. You need to post how each question is being answered when setting up a profile.

So he has set up a profile and is eligible or not? If not, he is answering a question wrong.

No one can tell you which question. He has to go through each question and make sure that each question is answered correctly. He is answering a question wrong if what you say is true that he is eligible.
