not necessarily. the IRCC’s website says that dli’s only offer some pgwp eligible programs. that’s my concern

It looks like a two-year program so if you complete it full-time, you should receive a PGWP.

thanks. but the website says that Langara is a dli which offers pgwp eligible programs. meaning not each and every program, but only some of them
Yes, because some programs may not be over eight months in length. You can read the full list of eligibility criteria here. There is absolutely nothing to indicate that the program you have indicated is not eligible.
