Landing & processing procedure

Hi:
My wife got her immigrant Visa (PR) and she is coming from Manila to Toronto, but her flight stops in Vancouver to refuel. Does she have to process her PR at Vancouver or at her final stop (Toronto)?. Also, what kind of questions she expect to be asked by the immigration officer? Pls. let me know. Thanks

if the plane just stops for fuel, she wouldn't leave the airport (international section) hence her landing would be in Toronto. Some questions i have heard is like, whats your name? yours spouse's name? and your address?

The questions I recall that my wife was asked was:
-Is all the information on the COPR accurate?
-Are you healthy?
-Have you been convicted of any crime?
-Has there been any change in your family and relationship status?
-What address will you be staying at?

maybe a few others. Basically the questions were very simple to answer. No need to worry.
