Landing & processing of PR

Hi:
Let me start by wishing everybody a happy holidays and all the best for the New Year.
My wife got her immigrant Visa (PR) and she is coming from Manila to Toronto. I will be going there to bring her and accompany her here to Canada. We are flying (Air Philippines) direct from Manila to Toronto, with a short stop in Vancouver. I believe they, said it will only be for 30-45 minutes (I think to check the airplane and refuel it). Our luggage will stay on the same plane
Here is my question: Will Vancouver be considered her point of entry and does she have to process her PR at Vancouver or at her final stop (Toronto)? Pls. let me know. Thanks

She will complete her "landing" at the first Point of Entry where she passes through Immigration Control.

In this case, I believe so. From your description, it seems that she is remaining "airside" at Vancouver, and not passing through Immigration Control.

if she is staying on the airplane and doesn't have to go through immigration line in Vancouver it sounds like she will land in Toronto. If you want to be 100% certain ask the airline if she has to go through immigration before departing Vancouver.
