If you did not apply to immigrate to Quebec, you might have a problem with that. You could then tell immigration on entry that you don't have an address yet and provide it later.
 
You can call CIC toll free and check with them , I landed in Ottawa and requested for the PR card to be sent to Regina, the CIC agent said its fine, can be done
 
I received my PR Cards in 8 weeks. this was in 2011. Landed in last week on Ja 2011 and received the PR cards by 3rd of March.

Timeline of getting PR should be more or less same, even now.
