Landing papers as proof of residence to apply for visa to another country

Hello friends,

I and my husband recently obtained COPR, and we're landing in Canada this month.

My husband has been staying with me in UK on a visitor visa for the past few months. I have a job contract in UK for another year, and my husband would apply for a UK dependent visa from Canada. Can he apply for it immediately after landing, showing the landing documents as proof of residence, or should he wait for PR card to arrive first?

To apply for UK visa from a country, you need to be a resident (temporary or permanent) in that country. Your status cannot be "visitor".
