The landing letter requires original identity documents, my husbands passport was detained when he filed for refugee status and it hasn't been returned. He had a stamped copy saying original copy, will tha suffice or will there be an issue? Anyone know?

He needs to get his passport back from CBSA.

No, it is not enough...
you need original.......

But its better if you go to an Immigration Office and explain the problem
they may accept Drivers Licence..... or maybe you can call CIC calling Centre for adequate advise...
