Landing in Toronto instead of Montreal

My wife is planning to arrive to Canada soon with her PR visa in passport.
I live in Montreal and she lives in Russia. She has her CSQ.

My question is: Can she fly to Toronto and I will meet her there or she must come to Montreal for the first time?

How does the landing work, please advise ?

You can do landing anywhere in Canada.

I am afraid they would question my wife why she comes to Toronto if she has the CSQ.
Does anybody know what questions they ask when the sponsored spouse comes to Canada for the first time ?

Not everyone flies directly to the city they intend to land in. Many people go to a major city like Toronto first depending on flight schedules, and you must do the landing at first Canadian city you arrive at. They don't care at all where you intend to live, so you can land in any city in Canada.

They will just ask if there have been any changes to her marital/dependent situation, if she has goods to declare (in which case she'll need B4 forms), and what address she wants the PR card mailed to. And that is basically it.

If she states her destination is Montreal, they may ask to see CSQ. It's good to have, but I don't know much about Quebec requirements. I believe she needs CSQ to enroll in any programs once in Quebec.

If she would come to Montreal, Quebec, she will need to show her CSQ in the airport. Thank you Rob for the replies, it's really helpful, as there are no direct flights from Russia to Montreal, but there are to Toronto.
