Landing in Montreal with COPR and without CSQ

What is the best option, if I have CSQ it is better to land in Quebec rather then Toronto? If yes so i will return my air ticket and to get a new one from Pakistan to Montreal only.
Even I do not know anyone in Quebec and do not have any address yet where and whom I am going to stay with, do I really need to give address of Quebec for PR procedure? I got a friend in Toronto, am I allow to give his postal address?
Again, zero difference where you land.

You need to give a Quebec address for your PR card. If you give an Ontario address, CBSA may question your intent to reside in Quebec. If you don't know anyone, you can apply for a PR card later once you have a Quebec address.

Again, zero difference where you land.

Yes, people have been denied landing in such situations. Prior to landing, you are NOT a PR. You remain a foreign national and Charter rights do not apply to you.

This is because Quebec has more control over immigration into the province than the others. They have their own procedures, as agreed with, and enforced by, IRCC & CBSA. The requirement for a CSQ is part of this.

OK. So for someone without QSC what would be the optimal path to moving to Montreal?

one option: Land outside Quebec, provide an address outside Quebec, tell cbsa that I intend to reside outside Quebec (if asked) but after officially getting the PR (I.e. Could be as soon as leaving the port of entry airport) just go to Montreal?

Hi,

I am in a situation right now and really need help from you guys. I have received my express entry PR visa and COPR. I intend to work in Ottawa, but wish to stay at my sister's place in Montreal for few weeks before moving there. I have already booked my flight for Feb 4th 2019 to Montreal. I currently do not have any Job offer in Canada. I also do not have the "Certificate selection Quebec" as I do not wish to settle in Quebec.

Can I land directly in Montreal in such case? Please help!!

Hi,

I am landed in Montreal airport and register the COPR in Canadian Immigration but miss to register my CSQ in Quebec immigration do I have to register it or not.
Could somebody help
