1- What are my chances of getting my PR Card- being I'm leaving 4 days after landing are? I've heard people who were not able to get their card...which sucks?

We are landing in Toronto Pearson

Occasionally, something goes wrong and you don't just get it without issues. Me being one of them. But thousands of people DO get theirs without any problems, so it's more likely you WILL get it than not.
Don't worry about it yet. There's nothing more you can do now. Have a safe trip and a happy landing :)

The average time for PR card is 4-6 weeks. I'm still waiting 8 weeks later. New style of card being issued.

that's a really long time. is it possible to check your card issue progression?

I was told at the border to call CIC if my PR card didn't arrive within 4 weeks. I called last Thursday and the automated message said that they are currently processing cards for those who landed up to July 20, and if you landed after that time, your card has not been processed yet.

thanks everyone- i just dont understand how you become a PR and they dont want to release your card. I hope it does not happen to me as my inlaws will come to visit us before christmas and they will bring the card with them...

It will be really sad not to get the card out.

It's not that they don't "want" to give you the card. Sometimes, things just go wrong. Files get misplaced or lost or... I don't know, maybe they spill coffee on it. I'm sure nothing is intentional. But with the volume of PR cards they issue, there's bound to be some errors made.
