Quebec needs to approve all visas for their immigration, even sponsorships so they might have a problem with you doing family sponsorship outside Quebec and then right away moving to Quebec. You can call CIC and ask. One guy on here who is doing a regular FSW while living in Quebec already on a temp work permit was told that he needs to provide a non-Quebec address to get his PR card mailed to. For you it might be the same thing.

There are 2 Nations in Canada,Canada and Quebec,If you are immigrating to Quebec Why didnt you apply to a Quebec delegation?Why did you apply to Canada????Surely you know Quebec is A nation within a United Canada,your Immigration to Canada WILL NOT BE RECOGNIZED BY QUEBEC,You have to apply with Quebec Delegation or Quebec Immigration NOT CANADIAN,Didnt the fact that other Canadian Provinces have Provincial Parliaments ,Provincial Parks rtc and Quebec has a National Assemblyand national parks etc tell you Quebec was NOT JUST ANOTHER PROVINCE BUT A NATION

That's not entirely accurate, all that matters is your port of entry!
if you apply for a federal immigration, your 1st port of entry should be anything except Quebec.
if you apply for a Quebec immigration, your 1st port of entry shoud be in Quebec.
Now there is a similar process called provincial nomination, which is almost the same as a Quebec immigration but for all the other specific provinces. But you have to live & work in that particular field, in your province that has acknowledged your benefits for it.
With a federal immigration, you can move in anywhere in Canada, Try Ontario for 4 weeks & then move to Quebec, it's fairly easy!

It's much faster & easier to apply for Quebec immigration, than for the Federal Canadian immigration.
