as I can see from the letter sent to me by my visa office together with COPR and visas, the proof of funds is required for those who applied on FSW program an the main applicant should show the proof of funds for all the family even if they do not accompany him/her.

Each pr applicant 18 yrs old up are required to pay landing fee. You can send it together wuth your application or at a later stage
