Landed in June 1st week 2015, but still not received PR card!

Today 115 days even after landing, I am still awaiting my PR card.

I had landed via Rainbow bridge, Niagara falls and have also given follow up call to CIC call center to check status with respect to my PR card. CIC call center mentioned that PR card application is in process and next update I can check after 3 months time from date I made call.

I am unsure of what could be causing delay in PR card. Also I am suppose to travel to US for 10 days so clueless of what to expect with immigration on my return to Canada.

any members who could shed light or experience on above topic please.

Folks,

Can anyone through some light from their experience/knowledge of what could be causing the delay in PR card delivery.
Secondly, will making a CSE make any sense although I have been told by CIC call ceter to wait till 21st December 2015 before calling again?

Need some insights please.
