Landed in Canada and returned but PR card not recd due to photo diff????

hi all..........a friend of mine who is in a miserable situation now.He landed in Canada and completed all the formalities and they had said thatthe PR card will be posted to her sister's house.Based on this they left Canada in 3weeks but later learnt that the PR card is not issued because of the difference in photo specification.Since without PR card they cannot enter canada again how they can get teh PR card.they live in Middle east.Seniors please advise!!!!

Interesting!!.

I have two querries in this matter.

How did the Visa Processing Office accept his wrong photo with the passport and issued visa and CPR?
How did the IO at the airport accepted his CPR with wrong photo and permitted landing. Usually, if there is any problem seen on the photo he will ask for another one.

Is it an error or omission from the side of VO/IO ??.

There could be different opinions and suggestions on this topic.

They can apply for a PR travel document at the Canadian embassy where they are. The document will allow them to return to Canada and once they are back, they can apply for the PR cards again.

That you are a PR who is outside Canada and doesn't have a valid PR card as well as you can not have lost your PR due to residency requirements. You can find the application forms here: http://www.cic.gc.ca/english/information/applications/travel.asp
