Hello Everyone,
A friend landed 3 weeks after his classes started already, His program has been deferred to September.

Question, can he apply for his family, that is wife and children to come to Canada? If it is fine to apply for the children 13, 9 and 10 months should he file separate applications or as dependents?

Sounds like your friend is not a PR or citizen sponsoring spouse, but a student. Post in the relevant forum.
