I had the same question before I applied. I emailed Lambton International office and they recommended me to apply through an authorised agent.

Yes I applied through authorised agent and got offer letter. Now I do not think it's mandatory to apply through agent, but it's recommended to apply through an authorised agent.
Ain't aware if students have got offer letter applying without an agent.
