Dependent children
Refers to the children of the applicant and those of the spouse or common-law partner, if applicable.
They must be:

under the age of 19 and not have a spouse or common-law partner, or
19 years of age or older and unable to be financially self-sufficient since before the age of 19 due to a physical or mental condition.

As for the overstay you should be fine now as more than a year has past as long if it was just a departure order if it was a full out deportation order you will need an ARC. As for the dependent I know there is some medical inadmissibility if it is deemed too expensive for the healthcare system here...I don't know how much of that would apply to dependents. I would suggest hiring a lawyer or at least have consultation to talk over your options as they would know more about the medical inadmissibility than I do or most people on here would know.

To be honest I don't know if they will grant a visitor visa because of the overstay but they might because her son is sick. There is no harm in trying.

Yes I'm not suggesting that they would but maybe just maybe they might be compassionate to the situation plus he'll get better healthcare here hopefully they'll see it that way and allow her to come
