THAT would be great and make my year! I am currently 4 months pregnant and started a new job with this new information should I report it to the Kingston office and if so does anyone know the best way to contact them that I would actually receive acknowledgement that they have received the information? What should I said in the letter or e-mail?

Congrats on the pregnancy wish you best of luck with it. I would email them letting them know about your new job along with your position, company name, address, telephone number.
Email kingston.immigration@international.gc.ca

You can also state your pregnant as a sponsor they don't seem to care it doesn't speed up your application.

Won't he have to get a pardon before he starts the process?

i told him he already deemed rehabilitation.

he also said he sent in his FBI police record and and another document from the DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES.

Is your friend the applicant or the sponsor? Having a criminal record doesn't make you ineligible as it depends on the charges and the period. Some offences e.g. that of a sexual nature committed against a family member will make you ineligible, I believe irrespective of when it happened. Otherwise, charges over 5 years are not bars to sponsorship unless of course they are considered very serious offences. The IO will decide or an immigration lawyer can help.

I am not sure about the states but here you can get a pardon after 7 years and they will clear your criminal record.....if it was that long ago, i am not sure if it would be hard but he woud have to have a clear one in JA too.

he's the applicant. he has a clean local police record.

the charges were attempted theft and uttering false documents.

Oh well 14 years ago, I think he should be ok. Perhaps he can call CIC and just ask the question on a general basis and see what response he gets.
