To answer your questions...
Yes your hubby needs to complete the medical and Police Criminal Check before applying. He can book an appointment with any of the DMPs on the list ---> http://www.cic.gc.ca/dmp-md/medicalinfo.aspx?CountryID=2056&CountryName=Jamaica
He needs to arrive at the doctors appointment with the Appendix C, his passport, 2 passport photos, a photocopy of the information page in his passport, and the money for the doctors fee. On the Appendix C, he will enter Mississauga, Ontario, Canada as place of visa office. When his medical is complete, they will give him a certificate which he needs to send to you to include in the application. For his PCC, he needs to arrive early with his passport, 2 passport photos and payment fee. He will have to arrive early and once prints are taken, go back a week later to pick up that certificate. The PCC certificate needs to be signed by your husband before mailing it to you to include in the application. Both of these certificates expire a year from when completed and need to sent in to Mississauga within 3 months of receiving them.
With your application, although it is 2 parts (sponsor and primary applicant), it all gets sent in as one application to Mississauga, Ontario, NOT Vegreville, Alberta. Vegreville is where you would send an application if the applicant is living in Canada and therefore considered an ""inland" application. It usually takes almost 2 years for approval that route.... If your hubby is in Jamaica, then you are an outland application and therefore Mississauga is the correct address to use.
