Hopefully you all are having a great weekend.

This is for anyone to answer: I went to the bank to pay the permanant residence fee. I just want to know if I mail the copy 2 part to the Case processing centre- Mississauga address? My second question is, should I then fax the customer copy part to the kingston location, or would Canada notify Kingston that I paid the fee?

Do both, MrsW. CPC-M has an address specifically for RPRF correspondence, make sure that is the one you use.

The address that I was going to use was the address that I mailed in my application and payment with in February.

That is specifically for the RPRF. If you send it to the application address, it will not be opened on time.

They keep it until they don't need it anymore, witty, either because they have issued you a visa, or because they have denied your application. In Jamaica they do not ask for the passport until the end of the process, but in places like South-east Asia, they take the passport from the beginning of the process and regardless of how long the process takes, the applicant does not get it back until they are finished.

There is no question of "legally" because they did not seize the passport from you, they requested it and you willingly submitted it, because you have made this application and that entitles them to any and all documents they need in order to make a decision, including your passport and birth certificate. Don't forget that the officer was entitled to refuse your application on the spot and give you back both of them immediately.
