Mrs P, if Mr P has never held a US visa, it may be best to wait at least a year before applying for his US visa. Reason being, they are not going to be satisfied with his ties to Canada if you apply soon after his arrival, even though he has his family in Canada.
In the past, persons used to apply for a US visa soon after being admitted to Canada, and when they were given these visas, they used them to over-stay in the US or "run off" in the US, so the US tightened up on the controls, and began denying a lot of visa applications made by new Canadian PRs.
If he has held one before, then I suggest you re-new it before he leaves Jamaica.
